Letter to Judge Susie Morgan on NOPD's Biased Policing

During the public comment period in October-November 2024, our organization authored and submitted this letter to the Federal Judge Susie Morgan overseeing NOPD's consent decree.
Following the June 5, 2024 consent decree hearing, our members spent months researching and analyzing the The Bias-Free Policing Report (2022-2023) which was presented to the court. In this letter we refute the findings of "No Bias" in regards to NOPD's policing patterns and practices. After taking a close look at the data and methods employed by the report, we maintain that the report misrepresents the actual policing data trends of the NOPD. It misrepresents findings of racial bias due to:
a limited definition of bias and a failure to explain racial disparities in data
data collection issues, and
methodological issues.
The NOPD should not be permitted to enter a sustainment period in which the “success” being sustained is on false grounds.
